Rules for Parent Manager Election

  1. Eligibility of Candidates

(A) All parents of current students of the school are eligible to be candidates. "Parent" in relation to a student includes the student's guardian, or any person who is not the parent or guardian but has actual custody of the student.

 

(B) A parent is not eligible to be nominated as a Parent Manager if:

(i) he/she is a serving teacher of the school; or

(ii) he/she does not meet the registration requirements for managers set out in Annex 1 of Section 30 of the Education Ordinance.

 

(C) Under the Ordinance, a manager cannot serve in more than one stakeholder category on the Incorporated Management Committee (IMC) at the same time. Therefore, no one may serve concurrently as a Parent Manager and an Alumni Manager. If elections for both sectors are held at the same time, candidates cannot stand for both elections.

 

  1. Number of Parent Managers

Pursuant to Article 5.1 of the school's IMC Constitution, the IMC must have one Parent Manager and one Alternate Parent Manager.

 

  1. Term of Office

The term of office commences from the date of registration and lasts for one year.

 

  1. Role of Managers

As stipulated in Section 17 of the school's IMC Constitution:

 

1. Overall, managers are responsible for:

   (a) Ensuring that the vision and mission set by the sponsoring body are fulfilled;

   (b) Formulating general directions and developing educational and management policies for the school; and

   (c) Overseeing the planning and budgeting process, monitoring school performance, ensuring accountability of the school management, and strengthening community networks.

 

2. Managers shall facilitate communication and cooperation between the IMC and the bodies that nominated them for registration as managers.

 

3. Managers of all categories shall act in the interests of the school's students in their personal capacity.

 

  1. Nomination Procedures

Nomination

Each parent may use a nomination form to nominate themselves or one eligible candidate. All candidates must obtain the signatures of two current parents on the nomination form before the submission deadline in order to become formal candidates.

 

If no nominations are received, the Association may consider extending the deadline or re-conducting the election after a reasonable period. The election procedures and special arrangements should take into account the actual circumstances and adhere to the principles of fairness, openness, transparency and simplicity.

 

Candidate Information

Each nominated candidate must provide an introduction of approximately 80 to 100 words to the Returning Officer. The Returning Officer will issue a separate voting notice to all parents at least seven days before the election day, listing the names of the nominated candidates, together with their introductions and declared information.

 

Voter Eligibility

All parents of current students (including fathers, mothers, guardians or persons having actual custody) are eligible to vote. All eligible voters have equal voting rights. Each parent has one vote only, regardless of the number of children studying at the school, and shall vote in their personal capacity.

  1. Polling day: Parents may collect ballot papers in person at the school from 8:00 am to 1:00 pm, complete them on the spot and place them into the ballot box. 

  2. Counting of votes will commence at 1:30 pm on the same day at the school. Parents are invited to observe the counting process.

11-2-2026 (Wed) or thereafter
  1. E-notice sent to all parents announcing the election results.

  2. The PTA will nominate the elected parent to the IMC to serve as Parent Manager or Alternate Parent Manager. 

  3. 3. The IMC will apply to the Permanent Secretary for registration of the elected parent as Parent Manager or Alternate Parent Manager.

 

Voting Method

To ensure a fair election, voting shall be conducted by secret ballot, meaning that voters shall not write their names or any identifiable symbols on the ballot papers, nor allow other voters to see which candidate they are voting for.

 

On polling day, the school will set up a locked ballot box, with the key kept by the Returning Officer. Parents may collect ballot papers in person at the school before the voting deadline, complete them on the spot and place them into the ballot box. The school will record parents who have voted before placing the ballot papers into the box to prevent duplicate voting.

 

Counting of Votes

A ballot paper shall be invalid if:

(i) the number of candidates voted for exceeds the permitted number;

(ii) the ballot paper is improperly completed; or

(iii) the ballot paper bears any mark that may identify the voter.

 

The candidate with the highest number of votes will be nominated for registration as Parent Manager, and the candidate with the second highest number of votes will be nominated as Alternate Parent Manager.

 

In the event of a tie, a draw will be conducted, and the winner will be deemed to have received more votes.

Announcement of Results

The Association will issue an e-notice to all parents announcing the election results.

Unsuccessful candidates may lodge a written appeal to the IMC within one week of the announcement, stating the grounds for the appeal.

 

  1. Filling of Casual Vacancies

If a Parent Manager's child ceases to be a current student of the school during his/her term, the manager's term may continue until the expiry of the term or the end of the school year, whichever is earlier.

 

Should a vacancy arise due to the resignation of a Parent Manager or Alternate Parent Manager during his/her term, the Association shall conduct a by-election within three months to fill the vacancy. If the Association is unable to hold a by-election within this period with good reasons, the IMC may apply to the Permanent Secretary for an extension of time.

 

  1. Important Notes

Candidates and voters in the Parent Manager Election should take note of the code of conduct set out in Annex 2 to ensure a fair election.

  3. employment of a permitted teacher;
  • the applicant is a bankrupt under the Bankruptcy Ordinance (Cap. 6) or has entered into a voluntary arrangement under that Ordinance;
  • the applicant has been convicted of an offence punishable with imprisonment in Hong Kong or elsewhere; or
  •  the applicant is registered as a manager of five or more schools

Nomination of Candidates

1. No person shall provide any benefit to induce another person to stand or not to stand as a candidate.

2. No person shall provide any benefit to induce any nominated candidate to withdraw from the election.

3. No person shall provide any benefit to induce any candidate not to make his/her best effort to secure his/her election.

4. No person shall solicit or accept any benefit in return for standing or not standing as a candidate.

5. No person shall solicit or accept any benefit in return for withdrawing from the election after being nominated as a candidate.

6. No person shall solicit or accept any benefit in return for not making his/her best effort to secure his/her election.

7. No person shall use or threaten to use force or coercion to induce another person to stand, not to stand, or to withdraw from the election.

8. No person shall by deception induce another person to stand, not to stand, or to withdraw from the election

Campaign Activities

1. No person shall publish any false or materially misleading statement regarding a candidate's character, qualifications or past conduct.

2. No person shall engage in any activities that may invite criticism or allegations of impropriety, and shall observe the principle of fair election.

3. No person shall, in any campaign activities, particularly in campaign materials, claim or imply that they are supported by any person or organisation, unless written consent has been obtained from that person or organisation.

Voting

1. No person shall provide any benefit to induce another person not to vote in the election.

2. No person shall provide any benefit to induce another person to vote or not to vote for a particular candidate in the election.

3. No person shall provide food, drink or entertainment, or reimburse the cost of such food, drink or entertainment, to influence another person not to vote in the election.

4. No person shall provide food, drink or entertainment, or reimburse the cost of such food, drink or entertainment, to influence another person to vote or not to vote for a particular candidate in the election.

5. No person shall use or threaten to use force or coercion against any person to influence his/her voting decision.

6. No person shall by deception induce another person not to vote in the election.
